LCPU was set up in 2008 as a direct result of requests from NAVCA members who needed help and support with the commissioning agenda.

Bassac, now part of Locality, was a delivery partner in Phase two of the National Programme for Third Sector Commissioning (NPTSC). They produced a report as a summary of everything they learned in the process, including key findings and suggestions for how government, local authorities and civil society organisations can work together to improve the situation.  The report can be found here

Fusion have produced a Consortium Toolkit for User Led Organisations ULOs).

The toolkit is intended to provide a reference for developing or fully fledged ULOs considering adopting a consortium approach, with a particular focus on the legal and constitutional aspects of consortium development.  While there are various toolkits and guidance available regading consortium working in the third sector in general, this toolkit is unusual in that it focuses specifically on ULOs.

The toolkit was developed as part of the South West Region User Led Organisation (ULO) Consortium Project. The project was led by Fusion and
was funded by the Department of Health ULO Development Fund 2008 – 2009. The project aims were to support organisations seeking to develop ULO
consortia in their local authority areas.
